how to configure apache to write files with special permissions
 
I'm running an Apache/2.0.51 (Fedora) Server. I have scripts that allow uploaded images and some other scripts that use image magick's convert to change the format of files. When I first start apache, it will write files just fine with 644 permissions. Perfect. Then, eventually it will start to write them with 600 permissions (for no apparent reason). Because the user and group ownership of these files is apache, apache, I can't read them when I'm logged in under my web account.

Does anyone know what's going on here?
