how to check for block ports by isp?
 
I will like to find out if my isp its blocking some ports, can i find out without calling them ?

if so , how ?

From what I know you can't unless you try running a service on a port and then it doesn't work or its still being blocked.

From what I know from working for big ISP's is most of the time it will only be port 80 if they do to keep subscribers from running websites. And occasionally at times they might block the known ports that like Kazaa or P2P will use, but usually they won't block it, they'll just control the amount of bandwidth used and slow it down to a crawl...
