how do new unicode characters get implemented
 

From time to time, new characters are added to the unicode standard.
For instance, in 2008 a capital sharp s (upper case form of German eszett)
was added at position 0x1e9e.

What actions need to be taken in order to make the new character part
of the various fonts we use on our desktops?

Who will do it?

What is a likely timespan ?

I expect the developers of most fonts will add them by some forthcoming release of each GNU/Linux OS and the next releases will have the characters.

I would only consider doing it if the Unicode group adds the copyleft symbol or makes a way for you to turn off that annoying right-to-left writing (or vice versa) in languages such as Hebrew.
