How do I convert an empty ext3 partition to a jfs partition?

I am running Fedora Core 4.
I have an empty ext3 partition in /dev/hdb4.

How do I convert this to a jfs partition?

Since /dev/hdb4 is empty, simply create the filesystem (format).

Partition /dev/hdb4 has the "83" (Linux) id, as indicated by fdisk.
Should I first change this to something else or leave it as is?

All the 83 means is that fdisk is detecting the existing ext3 format correctly. As the previous poster said, just reformat. It will overwrite whatever's on the disk now with the new file system, similar to copying over a videotape. You don't need to do anything else as long as there's nothing worth saving on the disk.
