Hotwayd Telnet problems

My system is using inetd so I just followed those directions:

I put into

hotwayd stream tcp nowait root /usr/sbin/tcpd hotwayd

hotwayd 1242/tcp

I allowed in /etc/hosts.allow

and I did killall -HUP inetd

then when i did 'telnet 1242'
telnet: Unable to connect to remote host: Connection timed out

I thought I followed the directions carefully. Anything look wrong?

check the port 1242 if it is open with the command netstat -lp
see the file /etc/services and the service attach to port 1242. if this service does not exist you have to add it. if this service exist start the service.and then killall inetd then restart inetd.
