As it is very evident from the posts, there is no *ONE* version and *ONE* distro...that is the best. Every distro has its good/bad parts (of-course that is also relative). When it comes to the version, i would suggest any version that is very current and stable.
For people new to linux, it is always advisable to stay away from the very very latest versions ( like fedora), instead try something that has been arnd for some time, get used to it and then if u feel comfy, move on...
