Here is my vsftpd.conf file. It doesn't work with ssl, anything missing or wrong?

I compiled with ssl enabled.
I've got rsa keys in place.
No firewall.
Users are correct, shells are set to /bin/false
For some reason I can only connect via ssh and only when the user's shell is set to /bin/bash
I've tried tons of clients.
What gives??

If you test with a FTP client that knows SSL like Gftp, please give us the exact client-side errors and server-side errors when you use an non-login shell.
