I googled on "growisofs windows" and found one thread in which the user said he used:
growisofs -z /dev/dvd=<some file> -R -J and ended up with dvds that he could read in windows, but not in Linux! (a slight difference in the phrasing of the command; a big difference in the result).
I also found one source that stated than NLS must be enabled in the kernel for growisofs to work for both Linux and windows. (The only reference I found for NLS and Linux is Native Language Support. If there is another meaning, I failed to find it).
Weird, and then some.
