good website management software?


I've been looking to take on a rather large but simple site, and have been looking for software to manage it.

The site as it is now would be just html and pics, but would hopefully expand to use php, sql, and maybe some perl/cgi.

I am looking for something that would allow unlimited rollbacks, multiple contributions approved by an overseer, and a secure web interface.

I was wondering if anyone out there has any suggestions about what I should use and/or what might be useful.
