hmm. Photoshop's just too expensive. I'm not a designer but GIMP has all the tools I need, and I got to learn how to use it quickly. I never really learned how to do stuff I needed with photoshop... it has too much stuff and it's not so easy to find out how to use stuff without a good tutorial... on the other hand gimp was pretty much easier...
The new Gimp is more similar to Photoshop, and they dropped, apparently, that odd way of making separated windows for everything. As I suck at designing, anything with layer support will do. Gimp is quite fine for me
