There is no way to gain root privileges if you don't already have them.
You clearly stated in your post that you don't have access to this part of the system, so I would have to assume your not the owner of this system, so there is no way anyone here will help you gain access illegally. This would be along the same lines as you trying to hack or crack into a system illegally, even if you have physical access to this machine, I'm afraid no one here will be able to help you on this one.
If you are the owner of the system, well then, how come you don't have access to the inittab file? Its simply a: su
And then you put in root's password to access and administer your machine.
