GCC in linux?

I'm a newbie to linux..
So has GCC ( a C Compiler) first have to be installed in Linux to use it?
Is it pre-installed in all distros of linux?

No

You have to install the package if it's not currently installed using your distro's package management tools.

It is not necessary that gcc will be in installed in all Distros. It is especially unlikely in LiveCDs.
However, most of the major Distros will have it by default.
What distro do you want to use ?

Is there a distro called PCQ linux?
I guess it's a linux flavor of the PC-Quest magazine
I believe PCQ Linux 2k4 or 2k5 - since it supports ARM linux..
