fullscreen window position + xine forwarding

I've got some little annoyances that I was wondering if anyone could help with... first, when I switch from fullscreen back to windowed, the window doesn't have the same position, size or visibility ("Always on top", "Show on all...") as it did before going into fullscreen. Is this just something that's impossible to fix, or is the fault of the individual program, or are there settings to fix this?

Also, is it possible to change how much xine forwards each time you use the arrow key? 30 seconds is just too much, not worth using, I'm more of a 5 second person myself... even with "Master of the Known Universe"-settings, I can't find anywhere to change that one.
