FTPD with extras

I'm looking to find a secure FTP server that has a web based configuration. I want to create a small, headless, Linux box that will act as an FTP server. I want the web based config to make my life easier.

I'm thinking along the lines of NASLite, but with user accounts, and web based configuration. Wait, that would be more like NAS OS, only based on FTP, not on Network Attached Storage.
