Flash Alternative

Does anyone know of any alternative Flash program?

I'm looking for something that is free, and operates just like Flash does. The program does not necessarily need to make or export the files in the Flash format, I'm just looking for something that operates the same way to create dynamic, smooth-flowing, interactive content.

I would really appreciate any heads up on such software, if any exists

There is "GPLFlash" , it isn't up to date but it looks like new developers are working on it.
