When I try to edit the file I get funky characters. Can you name a specific program to edit this file? I am trying to edit the comm.jar. Am I wrong with trying to edit that file.

The jar file is an archive - you will need to extract the contents, edit "content/navigator/platformNavigationBindings.xul" then repackage the archive.

You can use the jar commad to do this - it is part of the java sdk.
