Smile /etc/shadow and local users

Hello,As a normal user one cannot append or edit something in /etc/passwd or /etc/shadow files as they have 400 permision code. But for a normal user the usage of passwd command changes his password which means that this edits the /etc/shadow files password field entry. How and what is passwd doing when it cannot have even read permission for /etc/shadow..is it have something to do with PAM...please answer..

The passwd executable is owned by root and has the suid bit set so it runs with the privileges of root.

The /etc/passwd file has 644 permission.
The /etc/shadow file has 640 permission.
