I have created some CGI programs using perl. My OS is RH linux 9.0 and webserver is apache. When I am opening a new popup window and submitting a form beofre loading the submitted form values it is showing that Error 403 Access forbidden. It will show error and load the page in that popup window. How to avoid the error 403.

Look in the error log, debug it. This sort of error from Apache is tricky to solve and comes with practice.
