Epiphany browser: Edit > Site Permissions (Extensions)

I'm running Epiphany 2.20.0 in Mandriva 2008 using KDE. Epiphany boasts a GUI widgit at Edit > Site Permissions to set individual site permissions but how does it work?

The widgit has tabs for cookies, images, and popup windows. The window is empty and the only button says "remove" ^_^. Google doesn't show any forums or howtos for Epiphany, and the documentation on the gnome site is several years old; documentation for the extensions doesn't even mention site preferences. Epiphany's built-in help just says I can set them but doesn't say how. Using about:config, I found an item titled privacy.item.siteprefs which was turned off, and I toggled it on but it made no difference. So I have cookies turned off completely, which makes it very unhandy on certain websites.

Can somebody tell me what I can do to set indiviual site permissions for cookies? I like Epiphany because it's fast as Dillo and renders better, but this is a deal-breaker.
