Short explanation -- is there any way I can force eye of gnome to NOT be able to modify read-only files?
I need to be able to display images to a user, but not let them modify the files (ahhh, end users....).
Because the users will be on clients, I needed to use a low-memory image viewing program (aka, NOT Gimp as it will slow things down too much) to let them see these pictures. However, even though I have 444 permissions, root:root ownership, I can STILL modify the image and save it.
Is there a configuration file or something I can change, or is this just a bug in eog?

I like gqview for this. Maybe give it a try.

That's extremely odd! Hmm, are these image files on a partition which doesn't support *nix file permissions, like a FAT formatted partition?
