... the library has probably been updated on your distro. i.e. Ubuntu 7.10 uses libwnck22 while the feisty emerald packages use 18 (yours). People who haven't updated emerald etc for a while get a missing lib.
Solution: update or reinstall emerald in the manner appropriate for your distro.
