there IS software that can recompress a dvd's data,
and put it in a different format on a cdr, then you can
watch a movie from it.
putting a dvd in a cdrom drive is like trying to put
a .44 shell in a bb gun.

there can not be software available for it as it is a hardware issue involving laser accuracy and tracking precision, which can never be controlled by software.

Also, the lasers use different wavelengths for each format.
