Drawing software

Can anyone recommend software to mimic and assist freehand drawing? The particular task I have in mind is to take a jpeg image of a fish and convert it to a "cartoon/illustration" like image full of nice colours. I think some sort of tracing tool will be required.

Generally, I want to create complex illustrations with rich colours.
Thanks.
PS - I already did a forum search.

Inkscape http://wiki.inkscape.org/wiki/index.php/Inkscape
OpenOffice Draw - http://www.openoffice.org/product/draw.html
Xara Xtreme http://www.xaraxtreme.org/
sodipodi - http://www.sodipodi.com/index.php3?section=screenshots

And if it's freehand drawing you want to do you may want to take a look at getting a drawing tablet. They start around $100.00
