I am getting "dpkg: dpkg - error: PATH is not set" while running the command /usr/bin/dpkg openntpd.deb.

Try adding a few PATHS on the command line and see if it helps:

Code:
export PATH=$PATH:/usr/local/sbin/
export PATH=$PATH:/usr/sbin/
export PATH=$PATH:/sbin
