dpkg --configure -a

I post this question here because I wasn't able to find any specific info about the problem.
I wanted to install some packages but the program can't connect to the webiste of witch it has to download the packages from.
this is what I get

(try: 6) => `/tmp/fileumZXeQ'
Connecting to[]:21... failed: Connection timed out.

(try: 7) => `/tmp/fileumZXeQ'
Connecting to[]:21...

It just keeps trying to connect...

Would anybody have an idea about how to fix this ?
(I don't really need that package btw)

Now i get this message :/

E: Could not get lock /var/lib/dpkg/lock - open (11 Resource temporarily unavailable)
E: Unable to lock the administration directory (/var/lib/dpkg/), is another process using it?
xir:/home/youri# dpkg --configure -a
dpkg: status database area is locked by another process

I don't think any other process is using it ...

Somehow I just managed to run

apt-get clean
apt-get -f update

and it's kinda working now
