Dial In service

Hi,
I have a web hosting business. I offer email solutions as well. I have a few clinets that want to be able to dial in to me to check thier email. I will have a server with several modems in it. I want to be able to set it up so that they dial in to this server. This server will be connected to the internet. I also want to be able to let them use the internet. Also I want to be able to regulate what each user can access. For example for User1 I want to let him only access port 25 and 110 goinng to IP 66.187.132.140 and let User2 access ports 25,110,80,443 going to 66.187.132.140 and aol.com. I currently have 1 linux server and I have cPanel on it. I am not so used to the command prompt. I wanted to know if there was any software that had a web user interface. I wanted to know about free software as well as software that I may have to pay for as well as software that is command prompt based and or web based. Thanks a lot.

Well, for the case of determining where they can go, I would look into just using the built-in iptables firewall.
