Desperately need to remap keys in Gnome

Hi,
I'm working on a project to create a linux desktop client, and will need a telnet client that works with our current systems. Our windows telnet client does fine, and I try to use regular old telnet to connect to it, which works for the most part, but for things like "F17", the windows client sends "[18~" for F7 and "[31~" for F17 (Control + F7). In the telnet client, it does "[18~" for F7 (which works), but for Control + F7, it sends "[18;5~", which doesn't work for obvious reasons. Is there any way to remap these in X/Gnome so that Control+F7 sends "[31~"? Any help is MUCH appreciated. Thanks.

Thanks, but this doesn't appear to be quite what I need.. anyone familiar with custom key mappings for terminals and such?
