Talking Desktop Manipulation Software Equivalent?


In most linux distros with X/KDE installed allow you to resize/rotate/move the desktop via software (Like when testing X settings during a mandrake install). Does anyone know if an equivalent of the software exists for Win32 machines? Due to horrible config settings on a new monitor i cant adjust the screen entirely proper so some software of that sort is essential. Sorry for the newbish question but if anyone knows can you point me in the right direction? thanks
