Is this what you mean?

Right-click on Panel.
Follow "Panel Menu", "Add to Panel", "Special Button". On my KDE 3.4 the desktop one is second from the top of the resulting menu.

What do you mean "default"? After you add it, it stays until you remove it. Anyway, look for the file named 'kickerrc'. Mine is in ~/.kde/share/config/ for the per-user config and /etc/kde/ for all-user defaults. The syntax of the file is pretty self-explanatory.
