When i try and run ./configure, it gets all the way to here:

checking for moc... /usr/lib/qt3-gcc2.96/bin/moc
checking for uic... /usr/lib/qt3-gcc2.96/bin/uic
checking for rpath... yes
checking for KDE... libraries /usr/lib, headers /usr/include/kde
checking for KDE paths... defaults
checking for dcopidl... not found
configure: error: The important program dcopidl was not found!
Please check whether you installed KDE correctly.

I had RH7.2 and for the most part manually upgraded to 7.3.
Does anyone know what package or rpm that I missed or what I need to do?

I have this same problem & could not find the solution.

Next time you could try to do a search of this site first, because this question has been asked numerous times before.
But doing your job for you. It seems you need to install libarts-devel
