Customizable Video Conferencing software


I'm starting a project to create a video conferencing solution for our satellite branches to be able to connect and view meetings at head office, also comment occasionally, and would like to use Linux.

It would need to be customizable - ie I would like to be able to set video/audio codecs (probably H.264/G177).
Also, I would like the possibility display the video window only (borderless, on a second screen) with only one attendee's video stream displayed, then be able to switch which attendee has the focus via a control console or somesuch. Hope that makes some sense..?

I've looked around at things like Ekiga but would like someone else' experience if you have.

Or even a pointer to a framework we could build on...?
