CUPS web interface: IPP printer queue cannot be started (CLI works fine)

We have two servers, Server A and Server B.

Server A has some virtual printers on it, controlled through Server A's CUPS web interface just fine.

Server B points at Server A's virtual printers with IPP:

When Server A's Virtual Printers stop, Server B stops the CUPS queues. When Server A's virtual printers come back up, Server B doesn't start the printer queues.

Here is the problem:

When trying to restart the IPP queues on Server B, the Servre B CUPS webpage redirects to Server A's CUPS web interface. Those are fine and already working, it's the Server B queue that we want to start but CUPS keeps moving us to Server A.

Restarting the queues on Server B's command line works; how can we get the web interface to work?
