create .ico-files in linux

As I am a web developer, I am trying to make my sites address bar icons, just like the little penguin on this site, right next to the address/location bar.

As far as I know, it has to be in the .ico format.

My GIMP version doesn't support .ico files, so how do you make this kind of files in linux?

Because i doubt that the author of this wonderful site had to launch windows just to create that cool icon.
