When you say that it takes you to index.html, is the url in the address bar still url://domainname/phpBB2/install/install.php or does it change to url://domainname/phpBB2/install/install.html?

When you pull up the install.php page it will be displayed as html on the page, but in the address bar it should reflect the name of the file as index.php.
