configuration of visudo in rh entreprise 5

hi everybody i create a user hamed and in the visudo i want to give him
all the permition as the root
i try this " hamed ALL=(ALL) ALL " in the visudo but wen i type
$ sudo useradd test (of cauz after login wit user hamed but it not workin)
can someone give me the step thx all
