Charset in html-output from DocBook?


I'm trying to learn writing in DocBook, and have got into a problem I can't resolve.
I'm running Fedora Core 3 and the DocBook utils installed from the beginning.
My problem is that I can't get the output from the docbook2html script to show Swedish characters in the right way. I have tried to use both UTF-8 and ISO-8859-1 in the DocBook DTD without any luck. I have searched the net for a solution and it seems like i shall change some xsl-stylesheets to get the right output, but I can't figure out how to do it
I guess that everything would work if I could get the string:

  <META content="text/html; charset=UTF-8" http-equiv ="Content-Type">
on every html-file that is produced, but is that possible?
