Cannot adjust date & time, KDE Control Module error

Hmmm, I dont know exactly how this happend.. I think maybe when I flipped the switch in the back of the computer becuase I was to impatient to wait for the computer to shut down (Had to install Linux on a diff hard drive for a friend). BUt when I try to adjust the date & time on the clock it says

There was an error loading the moduole, says one of the reasons could be that an error occured during my last KDE upgrade leaving an orphaned control module...I have never upgraded KDE.

Or that I have old third party modules lying around..I dont know what that is.

Can someone help me on this? I dont wanna have to install Linux again.

My panel clock is stuck in UTC time. It was originally correct for my time zone but changed at some point recently. I have changed it in the Konsole to the correct time zone, date and time.
It didn't change even after a restart. I tried to change it VIA the panel icon options but I get an error window
telling me there is an error in the KDE control module. I am running Kubuntu 16.4 LTS. Any answers out there ?
