First, Linux does not have an unified desktop, but hundreds, making it impossible to a single theme to be applied everywhere, some bridge exist, such as KDE->Qt->Gnome->{TLC . FLTK}, but they are not really good.
Every each of those toolkit at the exception of most basic one, like XLib, Motif and TCL offer rich theming framework, much more powerful then Firefox personas. Even in the case of XUL-UI, the firefox interface toolkit, personas is the alternate theming framework. The Mozilla skins is the real one and it much more powerful than pernonas. I don't see why personas would be great on Linux, a better result can me acheived with as much ressources using actuel theme engine, such as Aurora and Bespin for KDE, Murine or Pixbuf for GTK or both toolkit native API. Personas is a step backward in personalization.
