I don't know about web cameras, but I use mencoder (part of the mplayer package) to record video from my TV tuner. I have tried other apps, but mencoder seems to work best. Read the mplayer documentation carefully for examples on how to capture and encode video from a video4linux device.

I've never used it, but I read an article about gnu motion, might want to check it out.

MEncoder (MPlayer) is probably the best, but if you can get transcode
going (and a few deps.), you can use "Gv4l" which will give you a nice
gui and a preview window.
