Bind one key to one command


I want to bind the key on the keyboard with the code 174 to a certain command. I do not want to bind a combination of keys and I do not use KDE or Gnome. I tried to name the key F13 with xmodmap and then bind it in fluxbox but it seems that I need to have at least two keys to do that. I have a "special" key and want only that to be bound to a command.
