Best PHP development environment?

What do you use to write your PHP code in? I have been using KATE, which is very good with it's color coding and code folding, but I can't seem to find a tool to refactor the code. There was a nice refactor in Eclipse which had a PHP plugin, I just wondered what other people are using.
