You might like to consider Vinux, a Ubuntu-based distribution for the partially-sighted and blind http://vinuxproject.org/
For Mint, there's the Orca screen reader and the Julius speech recognition system. There may be an "assistive technology" package: there is in Ubuntu. It may even be installed already.
John Kulp, who podcasts at Hacker Pubic Radio, favors Blather for voice commands, but I get the impression it's not really an accessibility program, but more one for convenience. It might be worth a look, though.
