Do you have a .bash_profile?
What usually happens is .bash_profile is for text mode ( login shells ) and .bashrc is used for X consoles ( non-login shells ).
You'll probably find a commented out bit in .bash_profile like
# include .bashrc if it exists
#if [ -f ~/.bashrc ]; then
# source ~/.bashrc
Which allows you to use .bashrc in text mode as well. Its partly a security thing. and sometimes you want a diffrent set of options depending on text vs X.
