auth mod sql

I run this line:
./configure --with-mysql=/var/lib/mysql --with-apache=/usr/sbin/httpd

I receive this error:
configure: error: Invalid Apache directory - unable to find httpd.h under /usr/sbin/httpd

I know for 100% sure that is my Apache dir and httpd.h is found in: /usr/local/psa/admin/include/httpd.h

What can be wrong?

Thanks!
