Audacity chain processing

I am trying to slow down mp3 audio files and then save them as ogg files. I have the chain setup, but cannot find a way to change the ogg file encoding settings. I think it sets it to -q5 by default. I would like it at -q1. How do I do this with audacity chain jobs (a.k.a batch jobs via audacitys built in functionality)?

Audacity isn't a command line tool, is it ? See 'man audacity'

As an example, have a look at SoX
