Normally the ATI packages installs a log in /usr/share/ati/fglrx-install.log that might tell you what's going on with the compilation and installation of the kernel module.
As a side note, the ATI driver up to the 8.10 version has a real issue with 2.6.27 kernel since the kernel changed the signature of a SMP function the ATI driver uses.
Depending on what distribution you are using, you might want to use your distribution's package instead of the downloaded driver from the ATI website. For one I think Ubuntu managed to write a patch for the driver which works quite well.
