Red face apxs and php configure problem

Does anyone know what would cause php's configure program to not recognize the location of apxs? I have verified that the file is there. I have tried both apache 1.3 and apache 2.2. The results are the same.

sorry

I wasn't aware of that rule. I didn't get any replies so I thought maybe I had worded my post wrong. Sorry.
