Hi,
can any one tell whether we can download a package from a specified url irrespective of whether it is in sources.list or not? I will be thankful for your answer.

you need to add the repository to your source.list file

e.g.
deb http://site.org stable

if you want to install an arbitrary .deb package, look at the dpkg tool

Code:
man dpkg
