apt-get and a firewall??

I am running a RH9 box that is behind a firewall, and for the life of me I cannot get apt-get or up2date to run because of it...

Netscrape will work fine, and so will konquerer, but nothing else...
I've set the proxy settings up in KDE, but I don't know where else to go...

HELP!!
