Apache not found

I am attempting to install backup software call Snapback2 that uses RSYNC and Apache. I installed Apache using XAMPP and stated the Apache Server.

When I try to perl Makefile.PL I get the following error:

Warning: prerequisite Config::ApacheFormat 1.2 not found.

I don't know what my next step is?

Just install Config::ApacheFormat
1) Load up cpan "perl -eshell -MCPAN"
2) Run the install "install Config::ApacheFormat"
